In fulfillment of its Constitutional Mandate, the House Committee on Science and Technology led by its Chairperson, Hon. Beni Lar, paid an oversight visit to the ECN on the 8th of November 2016. The aim was to review the activities and performance of the Commission within the budget year in line with its mandate. Other members of the committee in attendance were:

In his welcome address, the Director-General ECN, Prof. Eli Jidere Bala, thanked the honourable members for their visit while introducing his Management team. He gave a brief on the history, mission/vision and mandate of the ECN.

He noted that the Vision of the Commission is to ensure adequate, reliable, cost-effective and sustainable energy supply for the nation’s economic and socio-political development, adding that while the Commission is to promote sustainable energy development in Nigeria, it is also to serve as a Centre for gathering and disseminating of information relating to the field of energy as well as to promote training and manpower development in the energy sector. He added that the Commission has been carrying out its mandate through strategic plans and coordination of national energy policies and has achieved a lot in its mandate.

Professor Bala explained that the major problem of the Commission has been inadequate funding which has made it difficult for the Commission to complete some important projects in most of its Research Centers, adding that the Commission is also heavily indebted to contractors for a number of completed constituency projects. The DG appealed to the Chairman to assist in ensuring that such debt which is over 7billion naira be taken over by the debt management office.

In her response, Hon. Beni Lar, the Chairman of the Committee, commended the achievements of the Commission, stating clearly the need for improved energy generation in the country and challenged the Commission to make further effort in renewable energy. She explained that steps will be taken to address the funding issue of the Commission, adding that the Commission must also maximize whatever money the government is able to allocate to it, in the face of the challenges the nation is faced with.

She advised that the Commission should transfer all its accrued debts on capital projects to the Debt Management Office (DMO), noting that by so doing the burden of debts will be removed from the Commission.

Hon. Lar called on the Commission to set an example by using alternative power source in its establishment.
